OSA has been on the agenda of ECR Europe and the local ECRs in Europe for many years and we have numerous best practice guides, methodologies and tools to implement OSA programmes in companies. However, average out-of-stock rates across the industry have not improved over these last years. The 2008 global study by Gruen and Corsten shows that the current average out of stock rate is still 8.3%, with, of course, notable exceptions in markets where local ECRs or companies have taken the lead in making a difference.
The aim of this supply chain project was to identify and tackle the last remaining hurdles to deliver better shopper availability.

The publication is intended as an operational guide that is applicable across a variety of trading environments and provides an improvement path for companies with varying levels of experience and capability. The concepts in this guide reflect the conclusions of studies in Australasia and the USA that were accessed in the preparation of the report. Anecdotal evidence suggests that the stock out rate at retail may be 5%-10%, while for fast moving consumer products and during periods of high demand, stock outs may reach 15% or higher.

The project identified that the impact of stock outs is threefold:


  • cost of lost sales to retailers, estimated between $500 million — $1 billion per annum;

  • cost of lost sales to manufacturers, estimated between $450 million — $750 million per annum;

  • manufacturers and retailers can lose end consumers or repeat buyers.


Manufacturers and retailers will benefit from the analysis of the replenishment process, organisational requirements and enabling systems to reduce stock outs and improve consumer satisfaction. While the majority of root causes of stock outs appear to lie in-store, the greatest benefit is likely to be achieved through the collaborative efforts of all trading partners.

Le "taux de service" est classiquement mesuré, dans la relation industriel-distributeur, au niveau de l'entrepôt ; il s'est amélioré avec la mise en place de nouvelles pratiques logistiques dans le cadre de l'ECR, comme la GPA ou le CPFR, et peut atteindre aujourd'hui 99% en PGC dans notre pays. Les études révèlent cependant que le taux moyen des ruptures en linéaire, toutes familles de produits et formats de magasins confondus, approche 10%. La nouvelle vision de la "supply chain" doit atteindre le linéaire. Les industriels et distributeurs d'ECR France ont mesuré les enjeux de la rupture et défini ensemble une méthodologie d'amélioration continue. Les premiers pilotes ont montré qu'un travail conjoint permet d'améliorer significativement le taux de service au consommateur. Les travaux français ont essaimé à travers l'Europe depuis la conférence de Glasgow en 2001.

ECR France a inventé ce concept en 1999, en considérant que, dans une vision ECR, la performance de la chaîne d’approvisionnement doit être mesurée au niveau du consommateur. Ce manuel actualise et complète le tome 1 paru en avril 2002 ; il réunit les réflexions de 108 participants industriels et distributeurs de 46 sociétés et les leçons tirées de l’expérience de 11 pilotes. Il est enrichi des résultats provenant du nouvel instrument de mesure ECR développé par IRI France sur notre cahier des charges (mesure des ruptures quotidiennes complètes et partielles par jour nommé, produit nommé, magasin nommé). Il couvre à mi-2006 5200 hypermarchés et supermarchés en France sur la base des sorties de caisse quotidiennes (NDLR). Ce manuel vise à faciliter la mise en place de ce projet transversal, complexe et collaboratif, à la lumière des nombreux pilotes effectués depuis 2000 tant sur le suivi de la démarche commune que sur la mesure conjointe des ruptures. Ses objectifs sont : de promouvoir le concept ECR du taux de service au consommateur, de le diffuser internationalement (ECR nationaux et ECR Europe, ECR Asie-Pacifique, GCI), de servir de référentiel en proposant un langage commun, une démarche conjointe d’amélioration et des outils de mesure, d’informer sur les résultats obtenus par les pilotes et de lever les barrières entre les départements d’une même société et dans la relation industriel-distributeur.

This latest report details the research that has been carried out by the ECR UK Availability Workgroup and sub-groups during 2007 and builds on many of the projects which have been completed over the previous
three years.
Driving improved on-shelf availability is a key goal for retailers, not only here in the UK, but also globally, however results from ECR UK’s On-Shelf Availability Survey reveal that these improvements are hard to achieve, with availability of 95.9% being achieved on average over 2007.
This fact however, clearly demonstrates the need for an availability benchmarking survey in the UK, and this has been the focus of the workgroup this year. The survey has been refreshed and re-energised, with the product list updated, the frequency of surveys increased and the reporting tool enhanced significantly, with ECRs partner in this project, Logobrand, playing a key role.[CUT]
In tandem with this, three sub-groups, involving over 20 people from 15 different companies have been involved in a variety of research projects. The Availability Insights sub-group initiated a challenging study in association with Heriot-Watt University to understand what is the optimum level of on-shelf availability, while a new group, in the form of the People Engagement sub-group worked with the Cranfield School of Management to look at the role of people in-store in delivering high levels of on-shelf availability.
Elsewhere, the Convenience Availability sub-group has worked on understanding what tasks and processes are critical at store level within the leading UK based convenience store retailers in terms of helping to deliver high levels of on-shelf availability and then set about to communicate this information to the independent store sector.
So overall, 2007 has once again been a busy year for the workgroup. Looking ahead towards 2008, with the new survey process firmly established the focus of the group will be on establishing the surveys as the benchmarks within the industry, increasing the number of supplier organisations involved in the survey process and communicating the results to a wider audience.

Less time waiting in line, more special offers and more products actually in stock.
Right now, these are consumers' three biggest wishes. What happens when a product is out of stock? When customers can't find what they are looking for in its usual place? Surveys show that 9% of customers then don't make a purchase at all, meaning that they do not buy an alternative product either. In Europe, these 9% constitute EUR 4 billion. Yet even this figure is probably only the tip of the iceberg. If individual products or selections of products are regularly not available on the shelves, this can even cause a store to lose regular customers.
When a "loyal" family turns its back on a given store, the weekly revenue loss comes to around EUR 150. Over a 20-year period, that adds up to EUR 150,000 in lost revenues.
The average out-of-stock rate in Europe stands at 7 to 10% of the total product assortment. That is a considerable amount.
There are, however, a number of reasons why on-shelf availability is not measured in many cases. Taking measurements is seen as complicated, although it would be relatively unproblematic to refer to existing catalogs of causes. Taking measurements is also seen as expensive, although the "salvage operations" and losses triggered when an item is out of stock cannot exactly be regarded as cheap. Moreover, many companies shy away from ongoing out-of-stock (OOS) monitoring because they simply assume that they will require too detailed POS data to do so.
This white paper outlines a uniform measurement methodology that uses POS data. Based on an out-of-stock index (hereinafter referred to as the OOS index), the methodology permits more accurate comparison of the OOS rate by different categories, countries and sales channels. The method can be leveraged to initiate a continual improvement process that will ultimately increase on-shelf availability, improve the revenues of both manufacturers and retailers, and make customers happier.

The ECR guidebook on Optimal Shelf Availability shows retailers and manufacturers the importance of improving product availability and the right approach to making significant improvements.

Despite efforts to improve product availability for shoppers and consumers, a satisfactory level has not yet been achieved. A study of seven European countries showed that product availability is between just 90 and 93 percent. At the same time, consumer surveys have shown that consumers consider product availability to be a very important factor. This affects both retailers and manufacturers, as it could potentially lead to considerable financial losses. After all, when consumers find themselves faced with an out-of-stock, they don't necessarily simply switch to another size or form of the product in question; instead, they may switch brand, or even leave the store without buying anything. If that is the case, then retailers lose out on the entire basket.

The report describes how a holistic approach can improve on-shelf availability by as much as 50 percent. The approach consists of seven improvement levers to address the specific root causes identified. However, for any approach to be successful, regular measurement and issue awareness on the part of store management are essential. Successful approaches are described based on case examples at Kraft, Dehaize, DM, Spar, L'Oreal, Cora, Auchan, Nestlé, and many others.
